Brian Harper

Brian Harper

25+ Years | Operations & Development Leadership

Brian Harper is a co-founder and Managing Partner of Nineteen Energy Partners, bringing more than 25 years of upstream oil and gas experience across engineering, A&D advisory, and executive operations.

Most recently, Brian served as COO of Birch Resources from 2018 to 2023, where he oversaw a multi-billion-dollar horizontal development campaign in the Midland Basin; directing planning, execution, and board-level reporting as the company scaled to peak production of over 100,000 BOEPD. Prior to Birch, he held COO and VP Engineering roles at Rock Oil III (Anadarko Basin, multiple exits) and Rock Oil II (Midland Basin, 2016 divestiture to SM Energy).

Earlier in his career, Brian served as a Director in Wells Fargo’s A&D advisory practice, where he executed more than $2 billion in upstream transactions. He began his technical career at Chevron in reservoir engineering, planning, completions, and production operations and was the Reservoir Engineering Manager for Rosetta early in the development of their Eagle Ford position. Brian holds a Bachelor of Science in Petroleum Engineering from Louisiana State University. Outside of work he spends time with his family and enjoys golf.

Jeffrey Fooshee

25+ Years | Drilling, Completions & Production Execution

Jeffrey Fooshee is a co-founder and Managing Partner of Nineteen Energy Partners, where he leads operations across the firm’s activities.

Jeffrey brings more than 25 years of upstream experience spanning drilling, completions, and production across onshore and offshore basins. Before forming Nineteen Energy Partners in 2024, he served as VP of Operations at Birch Resources from 2018 through 2023, where he helped grow net production from 5,000 BOEPD to a peak of over 100,000 BOEPD — an effort that included drilling, completing, and bringing online more than 400 horizontal wells.

Prior to Birch, Jeffrey was VP of Operations at Rock Oil Company from 2014 to 2018, where he helped delineate, grow, and ultimately sell the company’s asset base to a larger operator. Earlier in his career, he held drilling, production, and division management roles at Stone Energy, BOPCO, W&T Offshore, and Bass Enterprises Production Company, gaining experience across South Louisiana, the Gulf of Mexico, South Texas, and the Rocky Mountains.

Jeffrey holds Bachelor’s and Master’s degrees in Petroleum Engineering from Louisiana State University and is a Licensed Professional Engineer in the State of Louisiana. Outside of work, he enjoys spending time with his family, is an avid golfer, and a lifelong musician.

Elizabeth Parker

Elizabeth Parker

15 Years | A&D, Capital Planning & Portfolio Optimization

Elizabeth Parker is a Managing Partner of Nineteen Energy Partners, bringing 15 years of upstream oil and gas experience in A&D, capital planning, and portfolio optimization.

Prior to Nineteen Energy Partners, Elizabeth served as VP of Business Development at Birch Resources II from 2023 to 2025, where she evaluated and integrated material acquisitions. From 2020 to 2023, she was Director of Business Development at Birch Resources I, leading acquisitions and farm-in opportunities that grew the initial Birch I position by one-third and formed the basis of Birch II. She integrated acquisition opportunities into the base plan to align cross-discipline goals, served as the point person for the divestiture of vertical wells, and coordinated farm-ins with Scout, Petroplex, PetroLegacy, and ConocoPhillips.

Earlier at Birch and Rock Oil II/III, she was a Reservoir and Planning Engineer from 2015 to 2020, directing planning for a $3.5 billion, 400+ well D&C campaign. Elizabeth began her career as an Asset Engineer at Rosetta Resources from 2011 to 2015, helping develop and optimize Gates Ranch, Rosetta’s largest South Texas asset.

Elizabeth holds a Bachelor of Science in Petroleum Engineering from the University of Texas at Austin. She enjoys spending time with her family and is an avid equestrian.
